The Scrambler Rifle has a reload of 2.5s, when its intended use is Medium - Long range engagements, wheras the Plasma Rifle has a reload of 3s, and the Plasma Rifle is Gallente tech, meaning its intended use is Close to Medium range engagements.
Buff Scrambler Rifle reload to 3.5s (+1s) and RR Reload to 4s (+.8s (Same as Sniper / Laser Rifle), and the CR to 3.2s (+.6s).
EDIT: Actually its 2.5s, derp.

No, it just doesn't make sense that Medium to Long range weapons have a shorter reload than CQC weapons. Why? Well out from 50-100m you have all the time in the world to reload and its easier to back off and reload then hop out shooting again, which means that these weapons should have Long reload times to balance this.
Whereas with CQC weapons you're constantly behind enemy lines, pushing well defended objectives, and barely have any time to do anything, so in that case, CQC weapons should reload quicker.
And this thread just isn't about the SCR, I just used that as an example since its the Rifle with the quickest reload speed.

The SCR overheats after 21 Shots, not counting the bonus from the Amarr Assault (Thats not including the lolASCR either)
The SCR is pretty much the TAC AR of old.
